قررت غرفة الجنايات الابتدائية بمحكمة الاستئناف بالدار البيضاء محاكمة 9 أشخاص بينهم عميد شرطة ومفتشين إثنين، ينتمون إلى منطقة الحي المحمدي عين السبع بالدار البيضاء، بعد اعقالهم لنادل مقهى وعرضوه للتعنيف الجسدي، ولفقوا له تهم الاتجار في المخدرات، قبل أن تكشفهم تحقيقات أمر بها المدير العام للأمن الوطني عبد اللطيف الحموشي.
واعتقلت السلطات الأمنية الأمنيين وأشخاص آخرين في القضية، حيث قرر قاضي التحقيق متابعة الجميع في حالة إعتقال بتهم تتعلق بـ”المشاركة في استعمال الوعود والضغط والمناورة لحمل الغير على الادلاء بتصريحات كاذبة، والمشاركة في التوصل بغير حق بوثيقة تصدرها الادارات العامة عن طريق الادلاء ببيانات غير صحيحة، وتقديم معلومات غير صحيحة، والمشاركة في تزوير وثيقة تصدرها الادارات العامة، وتزوير أوراق متعلقة بوظيفته بصفته موظفا عموميا، وذلك بإثبات صحة وقائع يعلم أنها غير صحيحة، واعترف بها لديه، وحدثت أمامه بالرغم من عدم حصول ذلك إضرارا بالغير، واستعمال محررات رسمية مزورة عن علم، ومباشرة عمل تحكمي ماس بالحريات الشخصية لمواطن..”
وتعود وقائع القضية إلى فترة الحجز الصحي، حسب مصادر “تمغربيت 24″، حين كانت دوريات الشرطة تواصل حملاتها اليومية لتطبيق قانون الطوارئ الصحية في البلاد لمكافحة انتشار فيروس كورونا المستجد. حيث ألقت دورية الشرطة بمنطقة الحي المحمدي عين السبع القبض على مواطن على الساعة العاشرة والربع ليلا بمنطقة عين السبع متجهين به نحو الدائرة الأمنية.
وصرح المواطن أنه نادل مقهى وأنه كان في اتجاه منزله بعد خروجه من العمل، وهو الجواب الذي أغضب المفتشين، وقاموا بتعنيفه وتعذيبه، في حين حرروا له محضرا يتهمونه بالقيام بالإتجار في المواد اللاصقة “مخدر السيليسيون” وماء الحياة “ماحيا” وأجبروه على التوقيع على المحضر.
وأوضح النادل في شكاياته وتصريحاته لأحد المواقع الإخبارية أنه تعرض للتعنيف والتعذيب بحضور رئيس الدائرة “الكوميسير” وأنه هو من أفتى على المفتشين التهم ووقع الحضر ووضعه تحث الحراسة النظرية.
وبعد أن قضى نادل المقهى مدة الحراسة النظرية أحيل على النيابة العامة، حيث حضر صاحب المقهى الذي أدلى بوثائق النادل، وأنه ينتهي من عمله في العاشرة ليلا، ليقرر وكيل الملك عدم متابعة النادل.
وبعدها وضع النادل شكاية للوكيل العام والمدير العام للأمن الوطني حول التعنيف والتعذيب الذي تعرض له وتزوير التهمة الملفقة له، والتي أنجزها عميد الشرطة باعتباره رئيس الدائرة، وضابط الشرطة، والتجئ النادل إلى أحد المواقع الإخبارية.
وأصدر المدير العام للأمن الوطني ولمراقبة التراب الوطني عبد اللطيف حموشي تعليماته للمصالح الأمنية المختصة من أجل التفاعل الجدي والسريع مع مضمون التصريحات التي أدلى بها أحد المواطنين بالبيضاء في مواقع التواصل الاجتماعي والتي ادعى فيها تعرضه لاعتداء جسدي من قبل عناصر شرطة تعمل بدائرة أمنية بمنطقة عين السبع تابعة لولاية أمن البيضاء.
وشدد المدير العام للأمن الوطني ولمراقبة التراب الوطني على ضرورة استجلاء الحقيقة كاملة بشأن هذه الاتهامات المنسوبة لموظفي الشرطة أثناء مزاولتهم لمهامهم بما يسمح بتحديد المسؤوليات بشكل دقيق وترتيب الآثار القانونية والجزاءات الإدارية اللازمة على ضوء نتائج البحث.
