مواصلة لنهج التواصل المؤسساتي الذي تعتمده المديرية العامة للأمن الوطني خلال نهاية كل سنة، تدعيما منها لشرطة القرب، وتعزيزا لانفتاح المؤسسة الأمنية على محيطها الخارجي، وتوطيدا لمرتكزات الحكامة الأمنية والإنتاج المشترك للأمن، تستعرض مصالح الأمن الوطني حصيلتها السنوية برسم عام 2023، في مختلف المجالات والميادين التي تتقاطع مع انتظارات المواطنات والمواطنين من المرفق العام الشرطي، خصوصا في مجال تحديث الخدمات والبنيات الأمنية، والجهود المبذولة لتدعيم الشعور بالأمن ومكافحة الجريمة، وآليات التدبير الرشيد للمسار المهني لموظف (ة) الشرطة بما يضمن تمكينه من مناخ وظيفي مندمج يسمح له بالنهوض الأمثل بواجباته في خدمة قضايا الأمن، علاوة على استعراض المشاريع الـمسطرة في مجال الأمن العام برسم السنة الموالية.
وترسيخا لهذا المسار التواصلي، تستعرض المديرية العامة للأمن الوطني الخطوط العريضة لحصيلة سنة 2023 وفق المحاور الرئيسية التال:
بنيات شرطية جديدة لتنويع العرض الأمني
لتدعيم البنيات الجهوية المخصصة لشرطة القرب، وضمان المواكبة الخدماتية للتوسع العمراني بالأقطاب الحضرية الجديدة، أحدثت المديرية العامة للأمن الوطني خلال السنة الجارية 13 بنية أمنية جديدة، تمثلت في تدعيم البنيات الشرطية بولاية أمن الرباط، من خلال إحداث المنطقة الأمنية الخامسة ودائرة الشرطة الرياض التابعة لها، فضلا عن إحداث الدائرة 24 للشرطة بولاية أمن مراكش، ليرتفع بذلك عدد دوائر الشرطة على الصعيد الوطني إلى 454 دائرة، تغطي مجموع المناطق الحضرية التابعة للنفوذ الترابي لمصالح الأمن الوطني.
* تدخلات فرق النجدة والخط 19
كما واصلت المديرية العامة للأمن الوطني تعميم وحدات شرطة النجدة التي تعمل تحت إشراف قاعات القيادة والتنسيق، حيث شرعت هذه السنة في العمل بالوحدة المتنقلة لشرطة النجدة بولاية أمن القنيطرة، وهي عبارة عن فرقة تعمل بنظام الديمومة المتواصل، وتتكون من مجموعة من الفرق المتنقلة لعناصر الدراجيين وسيارات النجدة، ذات القدرة الميدانية على الاستجابة لنداءات النجدة الصادرة عن المواطنين في أقصى سرعة ممكنة، وخلال مدد زمنية محددة، تتم مراقبتها وتتبعها بشكل دائم من قبل المصالح المختصة على المستويين المركزي والجهوي.
وقد توصلت مختلف قاعات القيادة والتنسيق على المستوى الوطني، خلال هذه السنة، بما مجموعه 19 مليون و722 ألف و41 اتصال نجدة عبر الخط الهاتفي 19، استدعت القيام ب 867.042 تدخلا أمنيا بالشارع العام، في حين باشرت الوحدات المتنقلة لشرطة النجدة 448.256 تدخلا ميدانيا، بينما تنوعت باقي الاتصالات الهاتفية بين طلب استفسارات من قبل المواطنين، فضلا عن بعض الاتصالات السلبية.
وفي نفس السياق، نشرت فرق الهيئة الحضرية التابعة للزي الرسمي ما مجموعه 494 دورية محمولة وراجلة بالشارع العام، والتي باشرت 529.164 تدخلا ميدانيا يتنوع بين توقيف الأشخاص المتورطين في قضايا إجرامية، وزجر مخالفات قانون السير والجولان، وباقي مهام المحافظة على النظام.
* فضاءات أمنية جديدة لاستقبال المواطنين والأجانب
أعطت المديرية العامة للأمن الوطني إشارة الانطلاقة للعمل بالفضاءات النموذجية لاستقبال المواطنين، وذلك في إطار شراكة بين المديرية العامة للأمن الوطني والوزارة المكلفة بالانتقال الرقمي وإصلاح الإدارة وبرنامج الأمم المتحدة الإنمائي (PNUD)، وهي الفضاءات التي تم إعدادها في مرحلة أولى على مستوى مركز تسجيل المعطيات التعريفية بالمنطقة الإقليمية للأمن بتمارة، وقسم الأجانب التابع للمصلحة الولائية للاستعلامات العامة بولاية أمن الدار البيضاء، ومقر الدائرة الخامسة للشرطة بمنطقة أمن المهدية بالقنيطرة، في انتظار تعميم هذه التجربة على المستوى الوطني في الأمد المنظور.
وتتميز الفضاءات الجديدة لاستقبال المواطنين والأجانب بتجهيزات تجمع بين جمالية الهندسة الداخلية وبين توفير ظروف نموذجية لاستقبال المرتفقين وتوجيههم من قبل موظفات وموظفي شرطة مؤهلين لهذا الغرض، فضلا عن توفرها على فضاءات عمل داخلية مزودة بمنظومة معلوماتية متكاملة، تتكون من حواسيب مرتبطة بأنظمة معلوماتية متخصصة وموصلة بأجهزة مسح ضوئي وأجهزة قراءة رقمية للبصمات والبطائق والمعطيات التعريفية، تهدف إلى الرقي بالخدمات الشرطية من خلال تسريع مدة استقبال كل مرتفق وخدمته في أقصر وقت ممكن.
* تدعيم الوحدات الترابية
كما عرفت سنة 2023 كذلك مواصلة تدعيم الوحدات الترابية بفرق جديدة من بينها إحداث فرقتين للشرطة السينوتقنية )الكلاب المدربة للشرطة( بكل من ولاية أمن القنيطرة والمنطقة الإقليمية للأمن بمدينة العرائش، وإحداث المجموعة المتنقلة للمحافظة على النظام بمدينة سطات، بالإضافة إلى ثلاث مصالح لمعاينة حوادث السير بكل من المنطقة الإقليمية لأمن ابن جرير ومنطقة أمن طنجة بني مكادة والمفوضية الجهوية للأمن بأيت ملول، فضلا عن تدعيم مصالح إنجاز الوثائق التعريفية من خلال افتتاح مركز جديد لتسجيل المعطيات التعريفية بمنطقة الدريوش.
